You might want to try changing the shipping method (USPS) and that might bring the shipping down significantly.
Just to be clear there is no "flying under the radar" It's totally legal to buy tobacco from the US. To make it even better, anything under 7g has no duties on it.
I believe you mean 7oz and not 7g in your post. 7g is about a 1/4oz (don't ask me how I know that, lol). It is my understanding that the 200g or 8oz limit is for bringing tobacco back from the US when visiting for more than 48hrs. It is up to our Customs officers if a shipment is charged duty or not, individual discretion. You should not expect that because the shipment may be under that amount that there will be no duty, there is no such rule that I have found. If you get a shipment and Canadian Border Services have not assessed duty, count yourself lucky. If you are charged duty accept it as the normal cost of being able to obtain some really good quality tobacco at a decent price. It is totally legal to buy tobacco from the US, you just need to always be prepared to pay for the privilege, ie: taxes & shipping.

I recently received an order from Smoking Pipes, shipped to Alberta. The shipping was $8.55 via USPS, it just took a bit longer than other shipping methods.
