Hi jchaplick,
According to the manufacturer's instructions (I took the liberty of translating them into English):

1: Do not overfill the front part, because the rear part will take up some space in your tobacco chamber.

2: Close the pipe and light it through the hole in the aluminum endcap.

3: Because of its "authentic construction" the pipe has a relatively low oxygen-supply. By drawing regularly but not too hastily you'll keep your tobacco burning without overheating the pipe.

4: Please change your charcoalfilter after every pipe.
Do you also have the matching tamper?

The only time I've ever smoked one of those things was in 1983 at a Def Leppard/Quiet Riot concert and to be honest man, I can't remember how we packed it, I mean filled it

You fill the front half much like you do a regular pipe. Loose and springy. They are a pain to clean, and keep lit. Screw the filter. But they are great tooling down the highway.
