Get a ST DuPont "tribute" lighter. Solid, good looking, reliable, but made in China. $ 25 with shipping at least before the tariff war.
Example: though the Chinese model is not $700....

So many choices. You could put it toward something with other funds, but I'm thinking within that price limit, $35. Depends on what you fancy, first of all. Some high end pipe tools or tampers would be a real indulgence but a nice memorable gift. I was surprised at how nice a willow tamper is once I finally took to using it. Those Savinelli tampers are quite swanky if a little overpriced, but within range here. Two or three tins of premium blends might be satisfying, if you are in that "need." The pipe bag idea is good -- though I prefer a nylon toilet kit for travel to dissuade kleptomania, looks like they'd be stealing my toothpaste and deodorant.
