The budget was approved and there is now a 55 cent tax per ounce on what appears to be bulk tobacco. I wonder how this affects P&C? They did not include a tax on cigars.
"It increases the tax on cigarettes from $1.60 to $2.60 per pack, imposes a 55-cents-per-ounce tax on roll-your-own tobacco and smokeless tobacco, and sets a 40 percent tax on the wholesale price of electronic cigarettes."

Looking on the PA Revenue site it is hard to find info on this. I found this:

I am not sure bulk is included.

I don't know how taxes work for out of state purchases and online retailers. I know that if I purchase tobacco here, in state, that I pay way more than if I were to order from an online retailer. I'm assuming that P&C's HQ's are in PA? Will that tax then be passed down to out of state customers or will the only customers who have to pay the tax be residents of PA?
