As a certified NRA instructor I think the deputy violated several basic handgun safty rules.

Hmmm, it says the woman was treated for "shots". I wonder how many times that gun accidentally went off?
Probably hit her in the arm, went through that, and then hit her in the ribs or something. One bullet, two entry wounds.

Key word here is Incompetent. Instructor teaching safety to a class without first verifing the safety or status of his props. First rule of gun safety is to treat every weapon as a loaded weapon unless you have verified yourself that it is unloaded.

Around here; everyone knows that every firearm is loaded.

So, there is no question, and all are treated as such.

If handling is required, it is first unloaded.

It's the KISS method.
