So it looks like I'm heading up to Quebec City next month, and Google indicates that there's a decent pipe shop there. Anybody been there? Is it any good?

Been a long time but yes. Twice if I recall. I picked up my Paradis Pipe from there. Can't speak to it recently but I'd be interested to hear what you find.

I'd strongly urge you to phone before heading there. Too many times a shop closes and you're left only with taxi or Uber charges.

I was there this summer, poor selection of tobaccos and pipes. A tin is about 33 CAD, some Brigham pipes, some clay pipes made in England and Holland. Their cigar selection is slightly better but don't forget the sin tax. Don't bother with their house blends even if they're still available, which I doubt. You will have a better chance I think at this address Tabagies Tremblay Tabac 955 Av Cartier, Quebec QC G1R 2S2.
