I know for a fact that pipestud just pisses on the dry tobacco then jars it.
My method is to put the tobacco in a bowl, get a damp kitchen towel and wrap it around the bowl making sure the towel doesn't touch the tobacco. Let it sit a day and your tobacco will be fine. Now of course everyone knows that re hydrated tobacco tastes like shit.

Quack, quack! If the water is heavily chlorinated, yuck. But it can be filtered and off-gassed. Sediments stay in the medium (paper towel, real towel, terra-cotta) and all's well that ends well.

Life is to short to smoke dried out dusty, brittle tobacco. The Penzance I might try to save because it's Penzance. But that FVF would hit the trash can. You aged something for 9 years to make something that was good become great, and now it never will be. Even if it's rehydrated.

I think it definitely pays to attempt rehydrating a blend before heaving it in the garbage. If you subsequently dislike the smoke, feel free to trash it, but don't jump the gun.
My exception would be tobaccos I deem too far gone to save. I wouldn't waste time on completely lost causes...
