Contacting Mods / Send a PM to multiple members

Not sure how difficult it would be to do but my requests are below.
1) Have an email or username to send a PM to, to contact all Mods at once. Only for major issues like site down or spammers getting through.
2) Have the functionality to send the same PM to more then one person or re-send / forward a sent PM to a different memeber.
3) Have the actual PM text show up in the email sent out as notification of a PM.

I think the limitations are to keep spammers from sending messages to everyone soliciting whatever they are selling, messing up the integrity of the site. That's just my guess though!!!!
