Sounds like my wonderful government is pushing to ban all flavored tobacco products, in the name of the children of course. They are pushing to ban flavored cigarillos, menthol cigarettes, flavored dip / chewing tobacco and flavored water pipe tobacco. They have not mentioned pipe tobacco specifically, but I am assuming it will also be included.
Alberta to Ban Flavored Tobacco
This bill (Bill 206) was passed in 2013 but with exemptions for Menthol, chewing tobacco and water pipe tobacco. They are now trying to remove these exemptions.

Always love the thing where they ban flavors except menthol, especially since for many minors menthol cigs are their gateway into smoking.

 
The waterpipes I kind of understand. They really don't even taste like tobacco, just pure candy. But, I would have to call them out on cherry cigarillos, or aromatic pipe tobaccos. I'd want to see a study of how many kids would even touch the stuff if it were the only thing in the room. I barely even understand why a grown man (or anyone) would want to smoke them. But, I don't understand beer drinkers either. That all said, I really don't see kids wanting a sugar fix gravitating towards cherry pipe tobaccos or cigarillos, yuck.

No, they want to ban ALL tobacco; however, like all "good" liberals, fascists, socialists, etc. (insert your preferred pejorative here) they work in incrementalism.

Not necessarily. They make far too much money on the taxes to ban it out right. There are "lobby groups" who are trying to make Alberta 100% smoke free. But I am pretty confident the provincial government will not give up the $1 billion in tax dollars raised annually.

The report referred to in the OP didn't specify how many pipe smoking kids there are, so I shot the researchers an email to inquire.
Their response? 1.5% of kids in Grades 6-12 reported smoking pipe tobacco in the previous 30 days.
I find that very surprising.

Well, on the positive side, if you make a lot of money, you will pay less taxes in Alberta than anywhere in North America. Alberta's top marginal income tax rate is lower than even the lowest taxed US state. And Alberta doesn't have a sales tax either. So just buy online and enjoy the low taxes!

Good to know about the low tax rate in Alberta. If only I could bring my firearms and tobacco cellar I could move there.

With very, very, very (did I say very?) few exceptions, ALL tobacco is flavored.

Fact.
It might just be with sugar, but more likely it is with one of thousands of different flavorings that get used in pipe, cigar and cigarette tobacco. There are even flavorings that taste like tobacco, that they add to tobacco, to make them taste more like...tobacco.
So pay attention to Huntertrw. The man knows of what he speaks.

I totally agree woodsroad that all tobacco is cased with something; water, sugar, honey. And I have tried to figure out what the government constitutes as a flavored tobacco, with no avail. So, is this a potential loop hole in this law, or backdoor way for them to actually ban all tobacco products? Who knows.
One thing I can say, there are a lot of dip / chewing tobacco users in Alberta, and if they are going to loose their mint skoal, there will be some repercussions from the public. Unfortunately, it will more than likely be too late.

Alberta is the last place I would think they would ban tobacco...

That's like saying no more gas guzzling cars are allowed in Alberta!

We're getting the same business here in Ontario but at least it looks like there will still be an exemption for growing your own for personal use. How can they not understand that the black market will flourish even more so than it is already? I have 20 Black Mammoth plants air curing to be turned into a usable form in the next year or two. I regret that I didn't see the writing on the wall some years ago.
